The bootcamp replaces a pre-fellowship community project as the primary signal of commitment. Consistent attendance and performance across many weeks is easier to observe — and to score consistently and fairly at national scale — than a self-directed project would be.
It also gets you ready for the fellowship: by the time you're selected, you've already built the habits mentoring depends on.
